20-year-old Isaac Devante Beltran charged with 2nd degree murder intentional murder, criminal possession of a firearm by a convicted felon and criminal discharge of a firearm made a first appearance this morning where he requested a reduction of the 150-thousand dollar bond. That was denied by Magistrate Judge Randy McEwen.

Beltran was arrested as a result of the investigation into the shooting death of 26-year-old Dustin Brooks in the alley behind a home of 203 North Cleveland.

He has been on community corrections for a drug conviction that goes back to December of 2010. A hearing on the motion to revoke his corrections has been set for November 16, in front of Judge Tim Chambers.

It was just after 8:00 p.m. Halloween night, when officers were dispatched to the report of a shooting at that home.

Brooks had been transported by private vehicle to a second residence in the 100 block of East A, then to the fire station a block away at B and Walnut. Reno County E.M.S responded and transported the victim to Hutchinson Regional Medical Center. Brooks who suffered a gunshot wound to the torso died after life saving efforts and emergency surgery failed.

Beltran will be back in court next Wednesday for a status hearing and possibly being read the formal charges in the case.
