PARSONS – An Altamont man has pleaded guilty to charges of Medicaid fraud and will be ordered to repay more than $4,000, Kansas Attorney Derek Schmidt said Tuesday.

37-year-old Billie Culp, pleaded guilty to the charges of making a false writing and felony theft Monday afternoon in Labette County District Court. All charges were felonies. Culp’s plea agreement requires him to repay $4,616.96 the Kansas Medicaid program.

The pleas were accepted by Judge Robert J. Fleming. The court has scheduled sentencing for August 27 at 1 p-m.

The charges stemmed from an investigation into home health care billings by several employees and independent care attendants who used Southeast Kansas Independent Living Center (SKIL) as their payroll agent. Culp was employed as a personal care attendant for four different Medicaid consumers.

The state alleged that in January 2010, Culp falsely submitted timesheets and received Medicaid payment for hours of services he did not provide. Culp also charged the Medicaid program for building a wheelchair ramp for a patient, which he never built.

Seven defendants have now pleaded guilty to charges stemming from this investigation and been ordered to repay a total of more than $70,000. Charges against three other individuals are still pending.
