TOPEKA (AP) – Kansas Secretary of State Kris Kobach is eager to get a rule requiring some potential voters to prove their U.S. citizenship ahead of this year’s presidential election, but skeptical legislators keep raising administrative issues.

Kobach has faced questions about how his office plans to educate Kansans about such a requirement. He also faces questions about whether a state computer upgrade will finish in time to allow the transfer of electronic copies of birth certificates, passports and other documents needed to obtain or renew a driver’s license to election officials. Some lawmakers wonder whether the state will be ready to issue free birth certificates, should people need them to
register to vote.

Kobach wants the rule in place on June 15th. Questions from legislators show that many remain wary.
