HUTCHINSON, Kan. — Three people face drug distribution and other charges after their vehicle was stopped Tuesday for an illegal tag.

Taryn Nusser, Prascilla Arell and Robert Zwigart face charges after a search was done on the vehicle. Officers also discovered Nusser and Arell had warrants.

Authorities discovered three bags containing methamphetamine and drug paraphernalia. The total weight was 36.1 grams.

Nusser has a bond of $16,000, Zwigart $13,500 and Arell $13,000.

All three will be back in court on Sept. 23.

HUTCHINSON, Kan. — A 40-year-old jailed on some serious charges after a domestic case has been formally charged.

Jeffery Kennedy was taken into custody around 11:40 p.m. Thursday, Sept. 12. He is now charged with kidnapping, misdemeanor battery, interference with law enforcement and violating a protection from abuse order.

He was allegedly seen dragging a woman by her hair back into a Hutchinson home. Police were called. When officers arrived, no one would answer the door. At one point, officers saw someone look through the curtains. Officers eventually forced their way in and found Kennedy and the victim inside. She had a small cut under her eye. Kennedy had a bump on his head because the victim allegedly threw a lamp at him in self-defense.

Kennedy remains jailed on a bond of $101,750. He will be back in court on Oct. 16.

HUTCHINSON, Kan. — Reno County Public Works announced that Arlington Road between Halstead Road and Yoder Road will be closed to all through traffic Monday, Sept. 23, and Tuesday, Sept. 24, for a crossroad pipe replacement.

HUTCHINSON, Kan. — The Vitality Team of Reno County, along with Hutch Rec and the City of Hutchinson, is inviting the public to attend a ribbon cutting ceremony for the new State Fair Trail.

This will be Saturday, Sept. 21, at 10 a.m.

The ceremony will take place in front of the trail by the city’s Water Treatment Center located at the roundabout at 23rd and Severance.

Participants are invited to bike or walk to the trail to celebrate.

The ribbon cutting will be followed by remarks from Justin Combs, director of parks and facilities at the City of Hutchinson, and Steve Drach, chairperson of the Vitality Team of Reno County.

HUTCHINSON, Kan. — Even though the Reno County Planning Commission recommended against it, the Reno County Commission granted a conditional use permit for an unnamed construction company north of town.

The business will be located north of 43rd and Plum. It will include an office, the storage of materials, vehicles and other equipment.

The property is zoned agricultural.

The Reno County Planning Commission recommended denying the request on a 5-1 vote because the business is not in compliance with the county’s comprehensive plan and will be located in the floodplain.

The company plans to bring in dirt to build the land higher so it won’t be in the floodplain. As part of the permit, the company will have to get that approved by FEMA and come up with a drainage plan to show the project won’t have any effect on the neighborhood east of the property.

The company will also have a fuel station on the property using double-walled tanks. The county will require the business to have some sort of concrete berm to help protect the area in case of an accident.

Once these conditions are met, the company can begin construction on the property just north of the fire station along Plum.

HUTCHINSON, Kan. — Two people with warrants for distribution of drugs were arrested Sunday at a local motel.

Law enforcement received word that 41-year-old Misti Doyle was staying at the Sunflower Inn at 322 E. 4th. Officers learned that she was registered for two rooms. They knocked on the two doors, but no one answered. Authorities finally got the manager of the motel to open room 228 and found Doyle with Jacob Turner inside the room. They also found items consistent with the use of methamphetamine. Both were arrested for suspicion of being in possession of meth and drug paraphernalia.

Doyle had four warrants for cases involving the distribution of methamphetamine. They go back to July 25, Aug. 1, Aug. 8 and Aug. 23, 2019. Two of the cases were for selling the drugs within a thousand feet of a school. All of the cases included using a cellphone to make the drug transactions. One included a charge of conspiracy to distribute drugs. In one case, Doyle is charged with endangerment of a child. Her bonds totaled $337,000.

Turner was wanted for three cases involving the distribution of drugs. His cases go back to Aug. 1, Aug. 8 and Aug. 23. He is also charged in one case with selling drugs within a thousand feet of a school and endangerment of a child for selling drugs while a child was present. His bond was set at $220,000.

Neither asked for any relief from the bonds. Both will be back in court on the new charges on Sept. 19. The other cases will be scheduled for a hearing on Oct. 30.

Doyle has prior felonies out of Finney County.
