MANHATTAN, Kan. (AP) — A former Manhattan city attorney has been sentenced to 17.5 years in prison on child pornography charges.

The U.S. Attorney’s office announced that 55-year-old Bill Raymond, of Andover, was sentenced Tuesday in federal court in Wichita.

Raymond pleaded guilty in August to three counts of transporting child pornography and one count of possessing child pornography.

Prosecutors say Beall committed the crimes in Butler and Riley counties.

He was city attorney in Manhattan from 2012 until he was charged in the child porn case in 2015. Before moving to Manhattan he was an assistant county counselor in Sedgwick County.

KANSAS CITY, Mo. (AP) — Authorities have found a woman’s body in Kansas City, Missouri, while searching for a missing 18-year-old and say a person of interest in her disappearance has killed himself.

Kansas City police say a tip Tuesday night led officers to a wooded area where the woman’s body was found. Police are trying to determine if the body is that of Mikayala Norris, of suburban Overland Park, Kansas. She was last seen Sunday leaving a barbecue restaurant where she worked. A missing person flyer said she was headed to a party. She didn’t show up for work Monday.

Police say the person of interest in the case was found dead Tuesday night behind a sporting goods store in suburban Liberty, Missouri, and that the case is being investigated as a possible murder-suicide.

MANHATTAN – The Riley County Police Department has concluded its investigation into a battery report involving members of the Manhattan High School football team, according to a statement from RCPD Public Information Officer Hali Rowland.

On October, 26, The Riley County Police Department learned of the incident involving members of the Manhattan High School football team in the 3300 block of Robinson Drive in Manhattan, according to a media release from police.

Officers reported multiple teenage suspects kicked and hit two victims, a 15-year-old and 16-year-old boys.

On October 30, USD 383 spokesperson Michelle Jones confirmed members of the Manhattan High School football team were involved and the school district began working with law enforcement on the investigation.
Now that the police investigating is complete, the case will be submitted to the County Attorney’s Office for a determination on charges. In addition to the original battery offense, a supplemental report has been completed for endangering a child and contribute to a child’s misconduct. Police released no additional details.

RILEY COUNTY — Police in Manhattan are investigating a drive by shooting.

Just after 3:30a.m. Wednesday, the Riley County Police Department advised the public to avoid the 1500 block of Colorado Street while officers investigate what is believed to be a drive-by shooting.

Officers were called to the area for a report of shots fired. A short time later, a home was identified as being struck.

All occupants of the home are safe and accounted, according to police.

SEDGWICK COUNTY — Law enforcement authorities are investigating two recent bank robberies and asking for help to locate a suspect.

 

According to a Wichita Police, 31-year-old Mack Colvin Jr., is wanted for questioning in reference to two recent bank robberies in Wichita.

 

The first bank robbery occurred on Wednesday, Dec. 13 at Fidelity Bank, 1306 N. Woodlawn. The second robbery occurred Tuesday at Wheat State Credit Union, 1400 S. Woodlawn.

 Colvin is described at 5-foot-9, 230 pounds and should be considered armed and dangerous.

Police warned if you come into contact with Colvin please do not approach and contact law enforcement immediately. The vehicle used in both robberies has been located by the WPD. SEDGWICK COUNTY — Law enforcement authorities are investigating a robbery and released security camera image of a suspect.

On Tuesday, police responded to the Wheat State Credit Union in the 1400 Block of South Oliver in Wichita, according to a social media report.

This is one of several bank robberies in Wichita over the past few weeks.  Anyone with information on the suspect is asked to call 911.

DONIPHAN COUNTY — One person died in an accident just after noon Tuesday in Doniphan County.

The Kansas Highway Patrol reported a 2005 Ford Sedan driven by Denzel Deion Chilcoat,
22, St. Joseph, MO., was westbound on Roseport Road just outside Elwood. The driver failed to yield at the stop sign at Kansas 238.

The Ford entered the intersection and was struck broadside by a northbound 2008 dump truck driven by John Charles Davis, Jr. 43, Oregon, Missouri.

Both vehicles entered the southbound lane. A southbound 1997 Ford pickup driven by Timothy K. Sherican, 55, St. Joseph, collided with the other two vehicles.

Chilcoat was pronounced dead at the scene and transported to Frontier Forensics.

Davis and Sherican were transported to the hospital in St. Joseph.

None of the drivers were wearing a seat belt, according to the KHP.

LAWRENCE, Kan. (AP) — The federal government paid $13,000 to settle a lawsuit filed by a former Haskell Indian Nations University student who claimed she was raped at the school.

The Lawrence Journal-World reports it obtained a settlement agreement Monday.

The woman filed a lawsuit in 2016. She said she was raped in 2014 by two male students in a Haskell dorm. Among other things, she contended the university, which is Lawrence, retaliated against her after she reported the alleged rapes. She also alleged the school unlawfully released her private records.

According to the agreement, the federal government, which operates Haskell, didn’t admit any wrongdoing.

The woman’s attorney, Dan Curry, said she is “content” with the settlement and plans to re-enroll in at Haskell in the spring.

SHAWNEE COUNTY — Law enforcement authorities are investigating a suspect for aggravated battery.

On Monday, a male arrived by personal vehicle at a Topeka hospital suffering from stab wounds, according to Lt. Colleen Stuart.

The aggravated battery occurred in the 200 block of NE Grattan in Topeka between subjects known to one another.

An investigation was conducted and police arrested Michael E. Frison Jr., 49, Topeka and booked into Shawnee County Department of Corrections on charges of aggravated battery and possession of marijuana.

 

SALINE COUNTY — Law enforcement authorities are investigating two suspects on drug charges.

Just after 9a.m. Monday, an investigation led to police search a camper owned by Gregory Wolfe at a home in the 1000 block of North 12^th Street in Salina, according to Police Capt. Paul Forrester.

Officers found 5.8 grams of packaged methamphetamine, scales and other drug paraphernalia during the search.

Police arrested Wolfe and he is facing drug possession and distribution charges.

Police also arrested 46-year-old Michelle Hirsch during the search. She was in possession of a personal use amount of meth and prescription pills.
