TOPEKA (AP) – The Kansas Legislature has opened its annual, 90-day session with major fiscal issues crowding the agenda.

The House and Senate convened 2 p.m. Monday, the time specified by the Kansas Constitution.

Gov. Sam Brownback is scheduled to give the annual State of the State address Wednesday evening. He’s expected to outline a plan for reducing the state’s top individual income tax rates.

Brownback is also proposing to overhaul how Kansas finances its public schools and the Medicaid program providing health coverage for needy Kansans.

Public pensions are also on the table. A study commission has recommended creating a 401(k)-style pension plan for new teachers and government workers.

Lawmakers plan to meet through the end of March, take a spring break and reconvene April 25 to wrap up the year’s business.
