Kansas officials defend governor’s tax plan

TOPEKA (AP) – Top officials in Gov. Sam Brownback’s administration say a proposed reform of the state income tax code would benefit all segments of the population, disputing criticism
that the plan rewards upper-income residents and businesses.

Brownback wants to reduce income tax rates for individuals and some businesses to stimulate economic growth – a plan he says could lead to elimination of the tax altogether.

Lt. Gov. Jeff Colyer told legislators Thursday the changes would create a simpler system that treats taxpayers more fairly by reducing rates across the board and ending credits and exemptions used by a small segment of taxpayers.

Democrats and child welfare advocates say the changes would eliminate some programs that benefit the working poor and could result in more children living in poverty.
