A Hutchinson man familiar to law enforcement saw his bond increase from $31,000 to $50,000, before finally arriving at $150,000 after he appeared via video from the county jail on charges of kidnapping, aggravated assault and interference with law enforcement.
However, the state indicates that they will only charge Todd Lloyd with two alternate counts of kidnapping. District Attorney Keith Schroeder asked for a bond increase to $100,000 citing his past criminal history. An angry Lloyd hung up the phone.
It started around 6 pm, Wednesday evening when his community corrections officer along with police came to possibly take him into custody. They were at the front door and Lloyd apparently managed to escape through another door that wasn’t covered. He apparently took his girlfriend and at various times during the altercation with police, he allegedly held a knife to her neck, side and back, and threatened to kill her. He’s also alleged to have invited police to kill him.
One officer stated that had he been able to get a clean shot, he would have shot Lloyd in the head. Instead, they were able to tase him and get him into custody.
His girlfriend was in court Thursday morning where she told the judge that she wasn’t kidnapped and says she was never afraid, but Schroeder says that doesn’t matter. He says whether she’s willing to cooperate or not, he will prosecute the case and see that he goes to prison for a long time.
After Schroeder told of Lloyd’s criminal past, Magistrate Judge Randy McEwen went above what the state was asking for a bond and stated that Lloyd is a danger to the community and raised the bond to $150,000.
Lloyd has been on corrections for aggravated battery and felony theft. But Schroeder says the aggravated battery charge was originally a charge of kidnapping, but was knocked down to the battery count. That case goes back to 2012. Other convictions include aggravated assault of a law enforcement officer, burglary, contributing to a child’s misconduct, theft, criminal use of weapons, aggravated escape from custody and two counts of felony flee and elude. He’s also has to register as a sex offender for life for aggravated indecent solicitation and indecent solicitation. The crime go as far back as 2001 and occurred in Reno, Sedgwick and Leavenworth counties.
Because Lloyd hung up the phone before hearing the charges, he’ll be back in court Friday morning.
If convicted of the kidnapping, Lloyd could face 221 to 247 months in prison.
